No. Nothing has changed really, except; instead of the ISO being specific to the existing operating system the ISO now includes both Home and Pro 32 and 64-bit editions.
All they've done really is combine all the separate ISOs into one - eligibility for the free upgrade still remains the same and users will still only be able to upgrade to the equivalent edition.
