PDFgear provides a free, comprehensive suite of PDF tools available as an installable version and/or online version.
There are quite a few free PDF editors around, but I don’t believe I’ve ever come across one with the comprehensive feature set provided by PDFgear.

The download consists of a 133.8MB executable, which scans 100% clean through Virus Total, and installation is clean with no bundled extras.

If you’ve had difficulty finding a quality free PDF editor, then PDFgear is probably the one you’ve been looking for. This freeware comes with a comprehensive set of features, including annotating, merging, splitting, compressing, and converting to and from PDF. It even comes with a built-in AI assistant that you can use to summarize, search, assist with editing, and more.

Honestly, there are far too many to enumerate here. Suffice to say that these tools cover pretty much any conversion you’re ever likely to need, both to and from PDF.
BOTTOM LINE:
Whether you go for the installable offline version or the online version depends largely on how regularly and often you work with PDFs. If you work with PDFs a lot, then you might find the offline version more convenient. However, if you work with PDFs only occasionally, then the online version would likely be more suitable.
Either way, I doubt you’ll find a more capable free PDF editor.
