Yep, that’s the usual two RPC services Daniel.
If sfc /scannow is reporting file corruptions, I suggest you run the following dism command in an elevated command prompt:
Dism /Online /Cleanup-Image /RestoreHealth
This will compare local files to an online image and, hopefully, repair the corruptions.
If the dism command reports that it has repaired corruptions, I suggest you reboot the computer and run sfc /scannow again to make sure.

Hi Jim
OK, I ran the Dism command and reran sfc /scannow and everthing was good. I finally found a link to the http://www.eightforums.com that had some info on this issue. All I had to to was download and run a Power Registry Key and this restored my Power Plan options. The RPC server was unavailable because their was no Power Plans to report. This is what I have when I run powercfg /L

I have no idea when or how this happened. I have checked the Power Schemes registry key in W10 and they both have the same GUID. I probably could have copied those keys to a usb stick and copied them into the W8.1 registry.
I guess you might say this was a registry issue but it is just misleading as for as the error code was saying.
