This error prevents me from using a GPU. I have tried 3 different cards. They all work in another machine. I have tried all the "simple" fixes and watched many YouTube videos. I have used this machine for years with a GPU working just fine.
I use Speccy to monitor my machine and it shows that the PCIe port is working and the GPU cards are visible.
Advise?????

That error is often associated with outdated drivers.
1) What brand GPU- NVIDIA?
2) Is the GPU recognized by Windows and listed in Device Manager?
3) If so, what does it say under the "Driver" tab in the GPU's Properties?
4) Is there an error message under the GPU's Properties? If so, what is the exact message?
The first thing I would suggest is to download and run DDU (Display Driver Uninstaller) - there is a self-extracting portable version available: https://www.wagnardsoft.com/forums/viewtopic.php?t=4518
DDU will get rid of any remnants leftover from previous GPU installations and eliminate any possible conflicts.
Once DDU has done it's job, power down the machine and connect the card, then power up the machine again. If the card isn't listed under Device Manager, go to the manufacturer's website and download and install the latest driver for that card.
