Don't quite understand that bit mate - if Time Warner have checked the gear and told you there is a problem with either the router or the cable, then is that not problem solved?

I doubt it would be anyone connecting to and using your network - WAP provides some pretty serious security. Let's look at a couple of other things first.

For the error message: Try booting the laptop and connecting to your WIFI, it should then assign a new IP address. Then shut the laptop down again and see if the error message still displays or not.

For the error message and intermittent connection: A likely cause might be malware. If not already installed, I suggest you download and install Malwarebytes Anti-Malware and/or SUPERAntiSpyware and run full/thorough scans of your system. Wouldn't hurt to run a full scan through your resident anti-virus software either.

Do you know how to change the WAP security key? Might be a good idea if you provide us with the make and model of your router. Also, please let us know what operating system you are running - XP, Vista, Windows 7?
