LunaPic is a free online image editor with the most comprehensive range of features and options I’ve ever come across.

LunaPic is free and easy to use, including an intuitive menu system. No account is required, simply visit LunaPic and away you go.
To get started you can upload images from your PC, any URL, or Google Photos and/or Dropbox. Once your image has been uploaded, that’s when all the fun begins.
LunaPic’s top menu (as per the above screenshot) provides access to a comprehensive range of options and features, far too many to mention here. However, here is a small sample taken from the “Edit”, “Filters”, and “Animation” menus:
Under the “Adjust” menu item you’ll find options to make all the usual adjustments, including brightness, contrast, sharpening/blur, color saturation, focus, red-eye reduction, and much more. There’s even an option to colorize old photos.
Under the “Borders” menu item you’ll be able to select from a wide range of borders, including “Picture Frame”. Here’s one that I prepared earlier:
Once your image has been uploaded a new panel will open down the left-hand side providing access to a range of editing tools, including a tool to add text, a cutout tool, a drawing tool, a painting tool, zoom, and rotate.
As I mentioned earlier, there are way too many features and options to cover everything here, your best bet would be to visit LunaPic and have a play around.
BOTTOM LINE:
To be honest, I’m not sure if LunaPic would actually be the “best” free online image editor, but what I am sure of is that it would definitely be hard to beat, especially in terms of available features and options.

An alternative is Photopea: https://www.photopea.com/
It works completely in the browser, which means that the picture is not uploaded to the server, but stays in the browser.

Photopea is a good alternative. Not keen on the ads and nags to pay for an ad-free version though. Plus I don’t believe it’s quite as intuitive or comprehensive as Lunapic.
