Microsoft has started rolling out the latest Windows 11 iteration, Windows 11 25H2. The rollout will be gradual/staggered, so if you don’t see a notification right away, you will eventually.
Microsoft describes the latest update as an “enablement package”:
Windows 11, version 25H2 will be delivered as an enablement package (eKB). This means that it contains all the recently announced features in Windows 11, version 24H2. Both versions use a shared code base and servicing branch, streamlining the update ~ <source>
I’ll never get the hang of Microsoft’s language. What that means, as far as I can interpret, is that new features will be delivered more regularly over time rather than in one large feature update. Microsoft also explains that many of the features included in 25H2 are already available in 24H2, but disabled, and installing the “enablement package” will activate those features.
Windows 11 25H2 New Start Menu
What’s new in Windows 11 25H2? In short, not a lot, most of the improvements are under-the-hood, including enhanced security measures plus enhanced AI features exclusive to Copilot+ PCs. However, there is one notable exception: the new start menu.
The “new” much-publicized Start menu in 25H2 is divided into three sections: at the top are the usual pinned apps, with recommendations listed next, and All Apps listed at the bottom. So, instead of needing a further click to access All Apps, this list is now integrated into the Start menu.
I’m running a Windows 11 Insider build (Beta channel), but have yet to see this new, wonderful Start menu. However, my Start menu now does include an additional “Phone Link” panel, which I believe is also included with the new Start menu in 25H2:
The Phone Link panel can easily and quickly be disabled by clicking the “Hide this pane” link in the panel itself.

BOTTOM LINE:
It seems to me that the latest two Windows 11 updates (24H2 and 25H2) concentrate more on improvements for enterprise/corporate users and Copilot+ PC users rather than us ordinary home Windows users.
