.....copying these files.
Trying to burn a CD or DVD and get the same message.
Device manager sees the drives and says working OK.
Thoughts?

Wow. Is that the whole error message? Bad Windows.
A few basics:
What program are you using to burn the files to CD/DVD?
What brand of CD/DVD are you using (Memorex, Sony, KForce, etc.)
When is the last time this process worked?
Any software/hardware changes since the last time it worked?
Have you tried a reboot of your computer?
Do you have another computer to try the same CD/DVD in?
Do you have a different brand CD/DVD to try in this machine?
Umm....that should be a good start.

Don't you have it when we don't answer??????
Sorry, it's been so long ago I don't remember the problem.
It must have been good advice because I had any problems for such a long time. (knock on wood)
