Yes, I agree. It's an awful lot of megabytes for seemingly little change. I think a lot of the update is relevant to smaller devices with touch screens and not so much for desktops.
The update also includes compatibility changes to support a wider range of hardware which wouldn't have any visible effect.
After playing a little, I found the biggest and best change is to be able to deactivate the hot corners and navigate with the start button back to the start page. I use very few apps but I can pin the ones I use to my taskbar, it is at least a step to make the desktop computer more compatible with windows 8. I believe the update had to be installed to be able to receive other updates for 8.1. At 756MB it was like a SP than a regular update, I can see why some computers had troubles downloading and installing the update. Daniel.
