Windows update offering IE9 though IE8 disabled

May sound like a stupid question, but do I get IE9 offered because of IE's rendering engine used by the OS?
If yes:
1. Should I install IE9 for security reasons?
2. Will it install ok with IE8 disabled or do I need to enable it before?
3. Will taking the update result into having IE enabled again?

Yes, IE9 is being offered because you are a user of Windows.

Internet Explorer is used as the basis for more than just the OS, many programs utilize the IE engine to display content as well (ever click help in an application and end up in IE or an IE shell?)

So yes, install it for security reasons.
I would imagine that the IE installer would throw a fit if IE8 being disabled is a problem for the installer. My best guess is that it won't care. And that yes, it is likely to re-enable it.
