Hi blueflower2243,
I've seen this error pop due to corrupt system files and/or a registry problem.
The first thing I'd try is to open a Command Box with Admin privileges and run: sfc /scannow
There is an article on DCT that might be of help: https://davescomputertips.com/sfc-fails-to-fix-errors-what-now/
Hope this helps,
Richard
