SCRNSAVER AND POWER MODE SOMETIMES DO NOT ACTIVATE UNLESS REBOOT?

My Win 7 Desktop computer, unlike my laptop and other Win 7 computers has a power and screen saver setup that, at times, never activates? I have checked background processes and can't understand why at times it kicks in and other times I must reboot to get it to kick in. It always works after a reboot as long as I do not use it. Sometimes when I use it, the screen saver and power setup will go on, sometimes not?
Has anyone ever heard of this? What do you suggest? Any help is greatly appreciated!

Are you using a wireless mouse and/or keyboard? If so, try updating to the latest drivers.

Are you perhaps using Synergy or any other KVM switch type software? Synergy in particular is known to interfere with the screensaver.

No, I am not using a wireless mouse, keyboard, or Synergy, etc.
All my Drivers have been updated. I have tried a Cleanboot and the problem remains intermittent. I've unchecked drivers' properties that wake the computer like the Network Card, mouse and keyboard. SFC /SCANNOW shows no problems.
The only guaranteed way to activate the screen saver and power off settings is to do a quick restart when I'm finished using the computer. They will always activate if I do not use the computer after a reboot!!

That suggests it's something that's being started manually after the system has finished loading.

When you tried Cleanboot did you disable all non-Microsoft services?

The only other couple of suggestions would be:

1) to try in Safe Mode and see if the issue continues, if not then it would definitely be down to a third party software (including drivers).

2) Also, download the portable ShellExView from here: http://www.nirsoft.net/utils/shexview.html

Try disabling all non-Microsoft shell extensions and see if that fixes the issue. If it does, start re-enabling the shell extensions again, one at a time, until the issue reappears... the last one re-enabled will be the culprit.

Thanks for all your help, Jim.
It turned out to be the Gateway Mouse! When I exhausted all possible software remedies, I then changed from a Gateway mouse to a Logitech Mouse and the problem was solved!
The drivers remained the same assigned by the Win 7 OS!
The replaced Gateway mouse works well with other computers?
Who knows?
