Computer will not boot into safe mode

I have computer wish I bought this running Windows 7x64 bit can somebody please help me it will not boot into safe mode I hold down F8 and it loads all the drivers and then boots normally even if I shut down the computer on the power button, arrow down to safe mode it just boots normally I would appreciate any help on this problem.
Thanks in advance. P.S I cannot get into the bio's to check the boot order either

You should be able to boot in Safe Mode via the Control Panel:
Go to Control Panel>Administration Tools>System Configuration>
Boot>Boot Menu and select Safe Mode. Restart computer and you
should find the reboot is in Safe Mode. Remember to change the
setting back to the original boot configuration.
