From last month I am experiencing difficulties with my Yahoo mail. I have not changed anything so I am really stumped.
I wonder if it is me only.
I have win XP pro, and I use Chrome and Firefox both.
1. In both yahoo takes a long time to load, and even then each message shows first that there is some problem in opening it, and I should click again.
2. In Chrome the new version of yahoo mail opens, but not in Firefox, saying my browser settings are not right. Even the classic mail takes a long time.
3. Since last week I have been unable to attach PDf files to mails

Have you tried Internet Explorer? As strange as it sounds, many sites today are optimized for IE and do not always work well on other browsers.
I haven't used Yahoo in years, but do they make their email available via POP / IMAP? Given the limitations of your internet connection, it may be the better option (a client like Thunderbird would be great for that).
With a free program like yahoo, which is web based, you wouldn't necessarily have to change anything for them to change their site. They can (and do, I understand) change their app frequently at their whim, and if it breaks, there is little recourse (you get what you pay for...)
Additionally, I would do a full malware scan of your computer to make sure nothing nasty is going on.
