IPS panels have traditionally been more expensive than TN panels, although the margin has been narrowing of late.
Basically, IPS is generally the preferred choice for creative professionals. Whereas the more common TN panels are generally preferred by gamers because of their faster refresh rates. Although, again, in terms of response times, IPS has narrowed the gap on TN in recent times.
To add even more confusion into the equation; in the end, it all comes down to quality. A high quality TN panel will out perform a low quality ISP panel, and vice versa.
For what you want, just basic use, either will do.
