Here are a few ifs.
You have an old, un-used computer, and hopefully it still have the old fashioned built-in modem.
You get caller ID (name and/or number) from your Phone company
You'd like a way of preventing all those telemarketing companies from disturbing your peace - without almost any added cost.
Then you're in luck. A FREE software product called PhoneTray version 1.37 ( http://www.phonetray.com ) can rescue you. Been using it for about a year, and cannot want for the Pro version (this one will cost you money) but the features are mind blowing. Do have a read and pass on the info, Mindblower!

and if you have a land line....
nice find though. This would have been great back when I had a land line!
Rats!
Yes to 1)
No to 2)
Yes, even though I'm on the No-call list, I still get those automated Robo-calls.
Btw, I've been on unlimited DSL with my land line carrier since '99. I pay for a friend's cable internet and separate ATT cell phone. I think it's about time to go shake up Time Warner Cable for a better rate!
Best
Hello Luchi. It's more a matter of what are you willing to pay for such a service. I know they exist, just that I prefer to pay as close to Zero dollars for it, so doing it myself, I simply pay for the electricity I use (on that computer - monitor not needed, else to view call list), Mindblower!
