Hey Ema - Most likely you 'finalized' the discs. During the burning process, generally at the end, there will be options to either 'finalize' the disc or leave the session open.
Finalizing a disc means it can then generally be read using any disc player but also cannot be re-used. Leaving the session open will considerably reduce compatibility (e.g. music discs will not work with a CD player) but also means you can re-use the disc.
Other reasons may be: Inferior quality discs, scratched or damaged discs, dirty lens in the optical drive.
Try burning a new blank cdrw/dvdrw and make sure you do NOT finalize the disc. See if you can then erase/re-use it.

Let me give an opinion here...
CD-R, CD+R, DVD-R and DVD+R once finalized, their content is permanent. Before they are finalized they can be added to until capacity is reached, then they must be finalized for compatibility with many players.
On the other hand if the media is CD-RW, CD+RW, DVD-RW or DVD+RW you merely need to open My Computer and right click on the drive containing RW media and choose "format".
