My advice was to run the sfc /scannow command regularly, not the DISM > RestoreHealth command. That should only be run if/when experiencing issues.

Frankly, a repair install (or in-place upgrade) is probably your best best. In my experience, with this type of issue, you can try umpteen possible solutions all to no avail and end up performing an in-place upgrade anyway.
