No, that would not be possible. Myles would need to have installation media in hand, at his end. Installation media is not product key specific so, assuming Myles has a genuine product key and cannot access the eMachines Recovery module, he could ask around his local community for anyone willing to loan him a Windows 7 installation DVD - it would need to be the exact same edition as the original.
If Myles can somehow access eMachines own built-in recovery module, that would be his best bet.

I sure would like to have a look at his desktop and some of the programs he has installed. I don't know if you have monitored this thread but he had troubles starting with W10.

Myles - Sorry to read about your issues, not much fun. At this stage, I believe the only way out of your predicament is to restore to factory settings or get your hands on Windows 7 installation media.
Are you able to get to the eMachines Recovery Management module? You could try this: During startup (before the operating system actually begins to load) hold down the Alt key while continually tapping F10. If that gets to to the eMachines recovery module, select Restore to Factory Settings (or similar).
Thank you Jim the ALT+F10 worked and Myles was able to reset to factory settings and is now able to use W7. I was feeling kind of responsible since I led him to the W10 recovery option. I have used these commands before but I did not see a recovery partition in a screenshot of his drives, I guess it is a hidden partition. Thanks Daniel.
