when i go to certain sites, they have an announcement plastered across the page:

the "got it" part...if you clik on that does it allow the site to put cookies on your computer? or does it just mean ok, i understand/

I have always interpreted that as to the website is to put "COOKIES", and most likely tracking cookies, on your PC.
That is why I run Super Anti Spyware to remove the tracking cookies.

Clas - Every site you visit puts a cookie on your computer.

That message is part of legislation that was introduced by the EU whereby European sites are obligated by law to inform visitors that they are using cookies. Which, considering all sites use cookies, really doesn't mean much.

Cookies are for the most part completely harmless and usually only help enhance a user's experience. Great article on cookies here:
